Phillips County commissioners bought a site northwest of Holyoke from W.H. Slack on April 18, 1919, to be used for the Phillips County Fairs. The site had a well, a windmill and a cistern for storage, and in 1921 a grandstand was built that had a capacity of 700 people. In 1928, bleacher seats had new planks, and two sections were roofed over. A new grandstand was completed in June of 1955, east of the old grandstand, and a cover over the new grandstand was added in 1956.
