Aug. 26, 2011, Governor John Hickenlooper requested a disaster designation for Yuma County due to losses caused by high winds, hail and a tornado that occurred June 14-19, 2011.

Phillips County is listed as a contiguous county along with Kit Carson and Washington.

This designation makes all family-sized farm operators in primary and contiguous counties eligible to be considered for low interest emergency loans from FSA, provided eligibility requirements are met. This assistance includes FSA emergency loans and the Supplemental Revenue Assistance Payment (SURE) Program. Farmers in eligible counties have eight months from the date of the Secretarial disaster declaration to apply for emergency loan assistance.

FSA will consider each emergency loan application on its own merits, taking into account the extent of production losses, security available and repayment ability. SURE program applications for 2011 crop losses will be accepted in 2012, when the 2011 farm revenue data required by statute becomes available.

This determination is coded S3173 and EM loan applications will be received effective Sept. 28, 2011 through May 29, 2012. For the purpose of determining loan security values for these loan applications, the beginning date of the incident period is June 19, 2011.
